STATE 209206 B. MINSK 1106 Classified By: ADCM John G. Moran for reasons 1.5 (A) and (B) 1. (C) Per Ref. A, the Ambassador briefed FonMin U/S Khaled Al-Jarallah on the background of Belarusian Sports Minister Yuri Sivakov during their July 27 meeting (other topics septel). 2. (C) Al-Jarallah said he could not confirm that Sivakov had extended any invitation to Sheikh Fahd Al-Jaber Al Sabah, head of the Kuwaiti Public Authority for Youth and Sport, but assured the Ambassador that Sheikh Fahd would not accept any such invitations. Comment: Al-Jarallah, who has himself visited Belarus in an official capacity, was unaware of the allegations against Sivakov, and visibly shocked by them. End Comment. JONES
