Baghdad minimize considered. 2. On July 24, Danielle L. Barnes, representing the Baghdad Area Control Center (ACC), and Celalettin Bozkurt, Chief of the Ankara ACC, signed a letter of agreement (LOA) on operational procedures for coordinating and routing air traffic. Joseph T. Fetsch, on behalf of Franklin Hatfield, Senior Advisor, Civil Aviation Administration of Iraq, and Hikmet Aksu, Head of the Air Navigation Department, General Directorate of the Civil Aviation Administration of Turkey, signed a cover letter acknowledging the LOA on behalf of their respective civair administrations.
