(C) PolOff conveyed reftel to Pieter Ramaer, head of the 
MFA's UN and IFI Department, on June 24.  Ramaer was 
appreciative of the information, and will discuss U.S. goals 
within  the MFA.  Ramaer stated that EU member states are in 
the process of agreeing on EU goals for the UNGA; he expects 
the paper to be finalized in early July.  While hesitant to 
speak until the document is complete, Ramaer shared the 
following fourteen subject topics of the EU draft: 
 
-Role of the UN and Implementation of Millennium Declaration 
-Disarmament and Non-proliferation 
-Combating Terrorism 
-Conflict Prevention and Peacekeeping (focus on UN-EU 
activities) 
-Human Rights 
-Humanitarian Issues (focus on UN and Red Cross activities) 
-International Peace and Security (focus on the following: 
Middle East, Iraq, Cyprus, Korea, Afghanistan, Burma, India 
and Pakistan) 
-International Law and Criminal Justice (focus on ICC) 
-Sustainable Development (focus Monterey, Johannesburg) 
-International Society 
-Combating HIV/AIDS, Turburculosis and Malaria (focus on 
encouraging countries to contribute to the Global Fund) 
-SARS 
-Strengthening UN System (focus on reform of UNSC and 
increased cooperation between UNSC and ECOSOC) 
-UN Finances (focus on: all contributions paid on time 
without conditions; results-based budgeting.) 
 
2.(C) Ramaer did note that the GoNL position on cloning 
differs from that of the US; the Dutch do not oppose the 
cloning of human embryos for testing/research purposes.
