(C) On June 25, Presidential Advisor for International Affairs Ad'Obe Obe told Ambassador Jeter that President Obasanjo had directed the Solicitor-General to sign the Article 98 agreement on behalf of the GON. We now are attempting to contact the Solicitor-General to schedule a signing ceremony hopefully by tomorrow. JETER
