Baghdad minimize considered. 2. This cable contains an action request in para 4. 3. As reported ref B, CENTAF has proposed a Letter of Agreement (LOA) to govern air traffic control between Turkey and Iraq. Embassy requested in reftels that the Department provide instructions for transmitting a draft LOA to Turkish authorities, and other steps as necessary to help conclude an Iraq-Turkey civair agreement. We understand that the draft LOA is currently undergoing a legal review by Department and OCPA officials. 4. Post believes that conclusion of an Iraq-Turkey civair agreement would be a success for our Iraq policy and help move the process of normalization of ties between Turkey and the new Iraq forward. We look forward to Department's guidance on this issue as soon as possible. PEARSON
