UNCLAS ANKARA 003706 SIPDIS SENSITIVE NP/ECC FOR KATHERINE CROUCH E.O. 12958: N/A TAGS: ETTC, KSTC, PARM, PREL, TU SUBJECT: NEGOTIATING THE EXBS MOU: MFA SUGGESTS WASHINGTON TEAM COME TO ANKARA IN LATE JULY/EARLY AUGUST REF: SECSTATE 144515 1.(U) Action request at paragraph 5. 2.(SBU) On June 6, Polmiloff met with Aykut Kumbaroglu (2nd Secretary in the MFA's Disarmament Department) to discuss SIPDIS activities with the GOT within the Export Control and Border Security Assistance Program (EXBS). Kumbaroglu said that late July or early August would be the best time for the GOT to receive a Washington team to negotiate the MOU related to EXBS activities with Turkey. In addition, Kumbaroglu requested that Washington provide any proposals for compromise MOU language prior to the team's arrival in Turkey. 3.(U) Polmiloff also passed the EXBS program plan for Turkey (reftel) to Kumbaroglu and asked for the GOT's feedback on it. Polmiloff stressed, however, that none of the activities outlined in the plan can be implemented prior to conclusion of the MOU. 4.(U) Embassy Ankara will provide suggestions for use of FY 2004 EXBS funding for Turkey septel. 5.(SBU) ACTION REQUEST: That Department propose two optional timeframes for the team negotiating the MOU to come to Turkey.
