SUBJECT:  CY 2002 End-Use Monitoring Report for Sri 
Lanka

1.  Starting in 1993, Mission has used funds from the 
International Narcotics Control program for equipment 
purchases to government and NGO entities.  The equipment 
recipients are the National Dangerous Drugs Control 
Board (NDDCB) from 1993 to 1996; The Federation of Non- 
Governmental Organization Against Drug Abuse (FONGOADA) 
in 1995 and 1997; the Sri Lanka Anti-Narcotics 
Association (SLANA) in both 1998 and 1999; and the 
Mithuru-Mithuro Rehabilitation Center in 1999.  The 
details of each program's equipment and usage monitoring 
are outlined below.

I.  NDDCB 
========= 
 
2.  Following is the report on equipment purchased for 
the NDDCB. 
 
A.  Resources: 
--  Two Sharp desktop calculators 
--  Olympus microcassette recorder 
--  Olympus transcriber 
--  Xerox high-speed copier 
--  Brother electronic typewriter 
--  Goldstar microwave oven 
--  Canon photocopier 
--  Gestetner fax machine 
--  Sharp electronic word processor 
--  HP Scanjet color scanner 
--  Rotary evaporator 
--  Uchida overhead projector 
--  Unipex amplifier 
--  Unipex mixing pre amplifier 
--  Unipex microphone 
--  Unipex speaker horn 
 
B.  Procedures:  Post monitors resources through 
periodic communication and on-site inspections by 
Mission officers.  Through the relationship developed 
with the NDDCB personnel, this procedure has proven 
effective over time.  Post visually inspected the 
equipment last in January 2001.  Mission personnel have 
continued to receive verbal updates from NDDCB, the most 
recent being in early 2003.  Further, Post will be 
scheduling an on-site inspection in the coming months. 
 
C.  Status:  The NDDCB office in Colombo houses the 
equipment and all equipment was in satisfactory 
condition when last inspected. 
 
D.  Problems:  During the last communication, NDDCB 
personnel indicated that all equipment was in working 
order, with no outstanding problems. 
 
E.  Program Changes:  No program changes are 
recommended. 
 
F.  Impact:  The equipment supports the analytical work 
of the NDDCB's National Narcotics Laboratory (NNL), which 
conducts analysis of the Narcotic Drugs and other 
psychotropic substances.  The agency provides analytical 
reports of suspected narcotics samples forwarded by the 
government for examination.  The audio/visual equipment 
supports the NDDCB training division's awareness 
building, preventative education, and training programs.

II.  FONGOADA 
============= 
 
3.  The following is the report on equipment purchased 
for FONGOADA. 
 
A.  Resources:  FONGOADA received an AF-IR slide 
projector and a Panasonic multi-system video cassette 
recorder in 1995.  Following that, in 1997, the 
organization received a Toshiba facsimile and a Micro 
answering machine. 
 
B.  Procedures:  Post monitors resources through 
periodic communication and on-site inspections by 
Mission officers.  Through the relationship developed 
with FONGOADA personnel, this procedure has proven 
effective over time.  Post visually inspected the 
equipment last in June 2001.  Mission personnel have 
continued to receive verbal updates from FONGOADA, the 
most recent being in early 2003.  Mission personnel will 
be scheduling an on-site inspection in the next few 
months. 
 
C.  Status:  FONGOADA uses its equipment in a dual 
fashion:  as an office resource and for loan to its 
constituent organizations.  FONGOADA ensures that all 
equipment is maintained properly.  The facsimile and 
answering machine are used as intended, while the video 
cassette recorder is used when the organization is able 
to borrow a television. 
 
D.  Problems:  The director of FONGOADA reports that the 
slide projector is no longer functional.  Need for such 
technology has declined and the slide projector's use 
not essential, however. 
 
E.  Program Changes:  No program changes are 
recommended. 
 
F.  Impact:  The equipment is part of a resource bank 
for FONGOADA member organizations, with special emphasis 
placed on assisting smaller NGOs outside of Colombo. 
Programs using this equipment generate favorable 
comments from companion organizations.

III.  SLANA 
=========== 
 
4.  The following is the report on equipment purchased 
for SLANA. 
 
A.  Resources:  SLANA received a Gestetner photocopier 
in 1998. 
 
B.  Procedures:  Post last inspected the equipment in 
January 2000.  Periodic verbal updates have followed, 
with the most recent in early 2003.  Mission personnel 
will be scheduling an on-site inspection in the coming 
months. 
 
C.  Status:  SLANA reports that the photocopier is in 
good working order in its Colombo office. 
 
D.  Problems:  During the last communication, SLANA 
personnel indicated that the equipment was fine, with no 
outstanding issues. 
 
E.  Program Changes:  No program changes are 
recommended. 
 
F.  Impact:  SLANA uses the photocopier to increase its 
capability to conduct outreach efforts.  During the 
prior year, SLANA developed brochures and flyers with 
the equipment.

IV.  MITHURU-MITHURO 
==================== 
 
5.  The following is the report on equipment purchased 
for Mithuru-Mithuro. 
 
A.  Resources:  Mithuru-Mithuro received a Sony 14" 
color television in 1999. 
 
B.  Procedures:  Post last inspected the equipment in 
November 1999.  Periodic verbal updates have followed, 
with the most recent in early 2003.  Mission personnel 
will be scheduling an on-site inspection in the coming 
months. 
 
C.  Status:  The television is located in the Mithuru- 
Mithuro center in Pelmadulla.  The center reports that 
the television is in working order. 
 
D.  Problems:  During the last communication, center 
personnel indicated that the equipment was fine, with no 
outstanding problems. 
 
E.  Program Changes:  No program changes are 
recommended. 
 
F.  Impact:  The television is used with recovering drug 
addicts in an educational setting. 
 
 
WILLS
