Head of Department Ibrahim Yagli May 27.  On May 29, Yagli 
told PolMilOff that he had forwarded the points to the 
authorities within the GOT who were currently drafting 
catch-all regulations, urging them to expedite their work. 
He declined to offer an estimate of when the new catch-all 
controls would be finalized.
