(C) We delivered reftel talking points on April 22 to Louise Branch, Deputy Director for Central America and Cuba in DFAIT's Latin America and Caribbean Bureau, and Alison Benn, OAS Co-ordinator in the Latin America and Caribbean Bureau. Branch responded that Canada is in full agreement with the U.S. on the need for an OAS resolution on Cuba, and that Canada will serve as a co-sponsor. Branch indicated that Canada also intended to lobby some Caricom countries to gain their support for the resolution. CELLUCCI
