(C) The Ambassador raised reftel concerns with Foreign Minister Gutierrez on April 3. Gutierrez confirmed his earlier statement that the GOG believes multilateral discussion of Iraq should be confined to the UNSC. Guatemala will oppose discussion of Iraq at UNESCO, according to Gutierrez. 2. (C) Poloffs carried out similar demarche on the Acting Director of Multilateral Affairs at the MFA, who similarly confirmed that the GOG opposes discussion of Iraq at UNESCO. HAMILTON
