HUMAN RIGHTS REPORT 2003 Nepal's both English and Nepali major newspapers published excerpts from the State Department's Human Rights Report 2003 on front pages on April 3. The headlines message were "serious rights violation in Nepal." One of the leading newspaper said: "The United States Human Rights Report".highlights the poor human rights record in Nepal, accusing both the government security forces and the Maoists of human rights abuses."
