SUBJECT: HUMAN RIGHTS REPORT DELIVERED TO MFA

1. (U) Per instruction in reftel A, on March 31 PolCouns and
PolOff delivered the 2002 Country Report on Human Rights
Practices to Ali al-Ayedd, Assistant to the Foreign Minister.
PolCouns noted the report was less positive than the
previous year's, but thanked Ayed for the MFA's increased
dialogue on human rights issues during the past year, and
complimented its decision to establish a human rights
directorate (reftel B). Ayed said the MFA would review the
report thoroughly and follow up with us.
