(C) Poloff March 26 provided Reftel themes to Serra Erarslan, 
head of the MFA Iraq and Gulf Countries Department, and urged 
the GOT to instruct its UN mission to use these themes as a 
basis for participation in the UNSC open session.  Erarslan 
said she did not know whether the MFA will instruct its 
Permrep to speak at the session, but said if the GOT 
representative speaks it will be in support of the Coalition 
effort in Iraq.
