Reason: 1.5 (b, c and d). (S) With Turkish Government closed due to the religious holiday, Embassy presented reftel points to MFA duty officer February 13. Acting DCM followed up with a phone call to MFA Director General for Middle Eastern Affairs Tahsin Burcuoglu, alerting him to the U.S. message and stressing its importance. Burcuoglu said he had been informed of the message and would look into the matter. PEARSON
