(U) This is an action request. 2. (SBU) Mehmet Elkatmis, chairman of the Parliamentary Human Rights Committee, handed Poloff January 29 a copy of the letter reported reftel and asked for a response. Embassy requests guidance on how to respond to the inquiry. Embassy would also appreciate any updated general guidance pertaining to detainees at Guantanamo Bay Naval Base on issues such as: conditions for detainees; visits by ICRC or other organizations; visits by foreign government officials; information released government-to-government regarding detainees; and the legal status of detainees.
