Frank Urbancic for reason 1.5 (B ) 1.(S) On December 29, Embassy received the following diplomatic note from the Kuwaiti Ministry of Foreign Affairs. (Begin Embassy Informal Translation) SECRET AND URGENT SIPDIS 28 December 2002 (complimentary opening) and with reference to the conditions the region is currently going through and the accompanying threats, the concerned security agencies in the State of Kuwait saw the need to strengthen the security measures on all its flights including those to the United States and Europe. This ministry would appreciate it if the Embassy addressed the FAA and the TSA, as the agencies responsible for the safety of American civil aviation, and also the rest of the European destinations, to strengthen the security measures for Kuwait Airways planes as they have done for American airlines. (complimentary close) (End Embassy Informal Translation) 2.(C) Post intends to respond to the GOK that the text of its message has been delivered to Washington, and that the most appropriate course of action now is for Kuwait Airways Station Managers in the U.S. to contact FAA and TSA officials at their stations to discuss exact requirements and plans. 3.(C) Comment: The GOK continues to anticipate, and plan for, blow-back from possible military actions against Iraq. While current security measures in the U.S. are probably as tight as they can get, any steps we can take to reassure the GOK and KAC that we share their concerns and will address them will remind our hosts that we value their support and partnership.
