UNCLAS VILNIUS 001292 SIPDIS DEPARTMENT FOR S/CT RHONDA SHORE AND S/CT ED SALAZAR E.O. 12958: N/A TAGS: ASEC, LH, PTER, HT29 SUBJECT: LITHUANIA: 2005 COUNTRY REPORTS ON TERRORISM REF: STATE 193439 1. General assessment: No acts of international terrorism of major significance occurred in Lithuania during 2005. Lithuania is not designated as a state sponsor of terrorism, and has not otherwise been determined by the Secretary of State to be subject to the Country Reports on Terrorism. 2. Sanctuary/Haven Assessment: Lithuania is not being used as a sanctuary or safe haven for terrorists. 3. There are no known terrorist groups operating in Lithuania. 4. Government of Lithuania international cooperation: Lithuania is a recent inductee to the European Union (EU), and therefore benefits from EU anti-terrorism training and assistance. During 2005, the USG has funded numerous border security initiatives reinforcing immigration control and the nonproliferation of materials related to the manufacture of Weapons of Mass Destruction. Under the auspices of the Department of State Export Control and Border Security (EXBS) program, the Department of Homeland Security (DHS) and the Department of Energy (DOE) provided several training and assistance programs on border security as well as on detection and nonproliferation of WMD materials. Training for Lithuanian officials was conducted in Lithuania, Kazakhstan, and the United States. EXBS has also trained and equipped Lithuanian border officials with thermal imaging and X-ray florescence detection devices. In addition, Lithuania is one of the USG's closest allies in the Global War on Terror, with troops on the ground in such hotspots as Iraq and Afghanistan. 5.
