Bush, for reasons 1.4 b and d 1. (C) FTA-related copyright legislation was unanimously approved by the upper house committee on Education, Cultural and Social Affairs on Dec. 9. It will be voted in upper house plenary on Monday, Dec. 12. The bill is scheduled to be seen in the lower chamber committee on Dec. 13, and we expect it will be voted in lower house plenary on Dec. 15 or 16, completing parliamentary passage. 2. (C) Patent/Trademark legislation was seen by the lower house committee on Productive Sectors on Dec. 8, and will be voted by the committee in special session on Saturday, Dec. 10. It will be voted in lower house plenary on Dec. 12, and Post contacts in parliament and the ministry of Commerce and Industry expect it will be introduced to the upper house for consideration in committee on Dec. 13. 3. (C) The GOM is sensitized to the need for expeditious action by parliament. On Dec. 7, Ministry of Commerce and Industry Director of Industrial Production Jamal Jamali said he was confident Patent/Trademark legislation will pass both houses of parliament by Dec. 15, and Minister of Communications Nabil Benabdallah told the Ambassador the Copyright bill will be through parliament by Dec. 16. Minister of Relations with Parliament Saad El-Alami also told post on Dec. 8 both pieces of legislation would be finished by Dec. 16. Riley
