1.  (U) This is an action request.  See para 3. 
 
2.  (C)  Ambassador Khalid Al-Maqamis, head of the Ministry 
of Foreign Affairs' Coordination and Follow-Up Department 
called poloff December 10 to request that the U.S. military 
files of the five Guantanamo detainees released November 4 be 
passed to the GOK.  Ambassador Al-Maqamis stated that the GOK 
would like to use information contained in the files for an 
upcoming local court case against the five detainees. 
Currently, four of the five are being held in Central Prison 
with the fifth remaining at the Armed Services hospital after 
refusing to come off the hunger strike he began at Guantanamo 
Bay.  The five are being detained on fifteen-day renewable 
investigation "holds" which allows for the GOK to continue 
the investigation into their activities before charging them. 
 The fifteen-day renewable "holds" can legally be extended 
for a total time of six months, at which time they would have 
to face charges in court.  Ambassador Al-Maqamis stated that 
any and all information would be appreciated in order to 
proceed with their cases. 
 
3.  (C) Action request: In response to ref F, the GOK 
previously stated that they would welcome information on the 
activities of the GITMO detainees in order to strengthen its 
cases against them.  Please advise ASAP what information is 
available and when it can be passed to the GOK.
