(C) Post delivered reftel demarche by diplomatic note on December 5. During a December 6 meeting, NEA DAS Gordon Gray reiterated demarche points to Ministry of Foreign Affairs Acting Undersecretary Ambassador Khaled Al-Babtain and provided him with a copy of the President's speech and the "National Strategy for Victory in Iraq." DAS Gray also expressed U.S. gratitude for the GOK's "very important" support for Operation Iraqi Freedom. Al-Babtain emphasized that the GOK was "eager to help the Iraqi people," but said he could "not conceive how aid would be useful without stability." DAS Gray stressed the connection between development and stability, and emphasized the need for continued regional support of the Iraqi political process. 2.
