Yamauchi for reasons 1.4( b) and (d). 1. (U) Post delivered reftel demarche to Ministry of Foreign Affairs Multilateral Affairs Directorate and Special Policies Directorate on December 5. Deputy Director of Special Policies Francisco Bernales told Poloff December 7 that Chile strongly supported the U.S. Compliance Resolution, and would continue to vigorously support its passage in the General Assembly. 2. (C) Bernales said he had contacted the Chilean UNGA delegation to inquire about Chile's no-vote on the U.S. Compliance Resolution in the First Committee (reftel). Bernales related that the Chilean Deputy Permrep (Alfredo Labbe) missed the vote due to a scheduling conflict, but did make a statement expressing Chile's support for the resolution later in the session. Bernales said Labbe hoped his absence had not been misinterpreted as a sign that Chile did not support the U.S. Compliance Resolution. KELLY
