1. (C) We delivered reftel A demarche and talking points to
MFA Head of Human Rights Division Nilvana Darama on December
8. Darama indicated that the GOT appreciates U.S.
consideration of the sensitivity of the Turkish position.
She reiterated that the GOT had to balance EU positions and
relations with considerations related to its neighbors.
Darama promised to pass our talking points on to appropriate
departments.
