1.  In response to demarche request (Reftel), on December 5, 
2005 Post shared talking points with Vice Minister of 
Environment and Energy Allan Flores, Environmental 
Coordinator for the Ministry of Foreign Affairs Maria 
Cristina Castro, and Enid Chaverri of the International 
Cooperation Office.  The GOCR representatives were not 
prepared to give a response at this time.  Post will deliver 
any substantive response as soon as it is received.
