1. (S) MFA Security Affairs Director General Hayati Guven on 
Dec. 7 raised with us the assertion by a PKK/Kongra Gel 
member who was arrested last month in Izmir that he received 
targeting information via Roj TV.  (He had first informed us 
about this during a Nov. 18 meeting -- reftel.)  Guven said 
he had been unable to get permission to pass us the 
transcript of the interrogation, but was authorized to 
provide an abstract of the relevant statements, which he 
passed to us as a non-paper (text at para 2).  The statement 
was made on Nov. 7 at 10:00 PM. 
 
2. (S) The following is the text of the non-paper provided by 
Guven: 
 
BEGIN TEXT 
 
The following is an abstract from the testimony of a 
PKK/KONGRA-GEL terrorist who had recently surrendered to 
Turkish security forces.  The person in question had given 
his statement in the presence of his advocate in accordance 
with his will. 
 
".......my training on explosives had lasted for ten days. 
After doctrinal training, we have done a couple of practices 
and then the training ended. 
 
 At the end of the training, we had a discussion with the two 
trainers known as H. and F.  They have instructed us, that we 
should follow the press statements made by the high level 
members of the organization which are broadcasted on ROJ TV 
and to organize terrorist attacks to state institutions, 
individuals etc. that have been frequently referred to with 
hateful remarks in ROJ TV broadcasts. 
 
 We were informed that, we could undertake the responsibility 
of our attacks with different names.  They gave me 200 USD 
for transportation costs... .."
