1.(S) On December 11, Operation Northern Watch POLAD
delivered to MFA Iraq Deskoff Ferhat Alkan ref A demarche on
cooperation between Turkish firm Yapa-Dis-Ticaret and Iraq.
Alkan said he would immediately forward the information to
the relevant GOT authorities and get back to us as soon as he
had additional information.
2. (S) Also on December 11, Econ Counselor raised ref A
information with Turkey's new Under Secretary for Foreign
Trade Tuncer Kayalar. Kayalar said Turkey would not allow any
items on the Wasenaar list to be exported to Iraq. Econ
Counselor responded that this was not sufficient; Turkey
should process all of its Iraq exports through the UN system.
