1. (SBU) Political counselor delivered reftel B talking
points to Jose Joaquin Chaverri, MFA Director General
(number-three person in the ministry), on December 7.
Polcouns noted U.S. disappointment with Costa Rica's votes on
December 1, particularly in light of the promise we received
that Costa Rica at a minimum would abstain (ref A).
2. (SBU) Polcouns stressed the importance of the December 8
vote and asked that Costa Rica vote no or at least abstain.
Chaverri replied that Costa Rica would abstain.
