1. (C) On December 11, A/POL and poloff delivered reftel 
talking points to Kemal Asya, MFA Deputy Director General for 
Intelligence and Research.  Asya thanked USG for including 
KADEK as an alias to PKK and for asking the EU to do the 
same.  He cautioned however, that he was not optimistic about 
either the European Union's inclusion of KADEK or some of its 
members' ability to freeze the assets of the members of 
terrorist organization. 
 
 
2. (U) The GOT MFA released a statement December 10 on the 
inclusion KADEK on USG list of Foreign Terrorist 
Organizations.  A translation follows. 
 
 
Begin text: 
 
 
The U.S. government announced that terrorist organization 
PKK's newly adopted name KADEK is also included on the 
terrorist organizations list.  The above mentioned decision 
of the U.S. government was welcomed and there is no doubt 
that from the aspect of determined struggle in the 
international platform against terrorism, this decision is an 
important development and will cast an example ("will cast an 
example" may also be translated as "will be exemplary"). 
 
 
It is expected/awaited that the U.S. decision concerning the 
name change by the terrorist organization PKK done solely 
with the purpose of getting away from the responsibility of 
the actions and eliminating its terrorist identity, will be 
assessed by other countries with the same sensitivity and 
that they would consider including the organization on the EU 
terrorist organizations list with its new name KADEK.
