Secretary (Americas) S Jaishankar and Director (Americas)

Gaitri Kumar early on December 8. Jaishankar was familiar
with the issue. Kumar repeated the GOI's position (Ref B)
that India would support the Third Additional Protocol, but
would not take a lead roal. Post subsequently learned from
news sources of the adoption of the Protocol, but has not yet
learned how (or if) India voted.
