(C)  Per Ref A para 2, Post believes the GOC is not likely to 
react positively at this late stage to additional requests 
regarding the Third Additional Protocol.  GOC officials have 
consistently responded positively to our requests for support 
(Refs B-D).  The Foreign Ministry also sent the Swiss Embassy 
here a diplomatic note to this effect.  The Swiss Embassy has 
told us privately it appreciates Chile's support and has 
cautioned us against pressing the Chileans too hard.  Given 
the GOC's commitment to the Protocol, Post does not believe 
it would be productive to approach the Chilean government 
again.
