ENFORCEMENT COOPERATION

1. (U) Iraq's Interior Minister Bayan Jabr Al Zubeidi was in 
Abu Dhabi December 6 to thank the UAEG for supporting the 
development of Iraq's security apparatus.  During his visit, 
Al Zubeidi met with his UAE counterpart, Interior Minister 
Sheikh Saif bin Zayed Al Nahyan, and toured Abu Dhabi Police 
facilities, including the police directorate, operations 
center, and police college.  Sheikh Saif told Al Zubeidi that 
the UAE was prepared to assist the Iraqis in restoring 
security and stability, according to the UAE's official news 
agency.  "There is close cooperation and direct coordination 
between us that could bolster bilateral relations," Sheikh 
Saif said. 
 
2. (U) Al Zubeidi thanked the UAE's late President Sheikh 
Zayed for supporting the Iraqi government's development of a 
modern security system, including a national ID card program, 
according to the Arabic language daily "Al Ittihad."  He 
noted that the ID cards cannot be forged.  Al Zubeidi also 
thanked President Khalifa and Sheikh Saif for allowing the 
Iraqi police and military to receive training from Germany on 
UAE soil during the past two years.  During tours of Abu 
Dhabi Police facilities, Al Zubeidi reportedly marveled at 
the newest technology in the security field.  At the police 
directorate, he witnessed how an electronic network allows 
the directorate and satellite police stations to communicate 
with one another.  He also received a briefing about the role 
and structure of the Criminal Investigations Department, and 
visited the criminal forensic laboratory.  Following his 
meetings, Al Zubeidi stated that he was convinced that the 
main purpose of the Abu Dhabi Police was to "preserve the 
accomplishments" the UAE had made and "support Abu Dhabi,s 
stability." 
 
3. (C) He also made a surprise appearance at the Abu Dhabi 
Business Council dinner where he sat next to Sheikh Hamed bin 
Zayed Al Nahyan, Chairman of the Abu Dhabi Planning and 
Economy Department. 
 
4. (C) Comment: Interior Minister Al Zubeidi's ulterior 
motive for coming to the UAE at this time may have had more 
to do with his hopes of courting support for his political 
aspirations in advance of Iraq's December 15 elections.
