1. (C) During a meeting with Vice Minister of Defense Jorge 
Eastman on December 1, DCM raised the need for an adequate 
budget for military justice reform.  Eastman said he had been 
speaking with Military Penal Justice director Puentes on the 
matter.  The GOC believed this was a high priority and thus 
had decided to allocate additional funds to the reform 
program next year, up to triple the current budget. 
 
2. (C) Reftel had reported Puentes' concern over his limited 
budget to implement an institutional overhaul of the military 
penal justice system.
