SUBJECT: NO DEFINITIVE RESPONSE FROM GOK ABOUT WTO
AGRICULTURE STANCE

(U) On December 3, Econcouns and Econoff met with Americas
Department Director Ambassador Khalid Al-Babtain and his
deputy, Mohammad Shamlan, to deliver talking points relating
to the December 13-18 WTO Hong Kong Ministerial (Refs A and
B). Al-Babtain stated that the GOK would welcome bilateral
Trade Capacity Building (TCB) meetings in Hong Kong (Ref B),
but that he did not have a substantive response to Ref A
points relating to the GOK's position on WTO agriculture
negotiations.
