(SBU) On December 3, Econcouns and Econoff met with
Americas Department Director Ambassador Khalid Al-Babtain and
his deputy, Mohammad Shamlan, to deliver the para 5 talking
points (Ref A) relating to the Mehlis report; points were
previously sent via diplomatic note on November 29 (Ref B).
Al-Babtain stated that the Central Bank would not act on a
list provided by the U.S., but would do so only on a list
from the U.N. He stated that he would check with the MFA
International Organizations Department to see if they had
received a similar list from the U.N., and would report back
to the Embassy as appropriate.
