(U) Poloff delivered reftel demarche to Harold Hickman, FAC 
Deputy Director for the South America November 29.  Prior to 
delivery of demarche he shared the points with Bolivian 
Ambassador Carlos Carrasco, but the Bolivian mission declined 
to accompany.  Hickman said that with its efforts in Iraq, 
Haiti, and now its own election Canada would not be able to 
participate in observer missions in Bolivia but has 
contributed funding to the mission through the OAS.
