Reason 1.4 (b) and (d). 1. (C) Polmiloff conveyed reftel concerns to Isabelle Poupart, Foreign Affairs Deputy Director for NATO and OSCE, the morning of December 1. Poupart was taken aback by USG perception that Canada was "reluctant to endorse" the proposed text on Moldova, indicating that such a posture would contravene longstanding Canadian policy as well as specific instructions sent to the Canadian del regarding Moldova. She said her office would share USG concerns and re-issue instructions to support text that makes clear NATO's support for Moldova and holds Russia to its commitments, as drafted by I.S. staff.
