(C) The Dutch continue to support efforts to revise International Staff language on Russian withdrawal from Moldova in the December 2005 NAC Communique. MFA Chief of the Arms Control Division Matthijs Wolters told Polmiloff December 1 that the Dutch see the EITHER option as doing more to encourage Russian withdrawal from Moldova than the International Staff language. Wolters said he would communicate reftel concerns to the Dutch delegation at NATO. BLAKEMAN
