Robertson for Reasons 1.4(b,d) 1. (C) PolMiloff delivered reftel demarche on December 1, 2005 to MFA Security Policy Department Deputy Director Oto Pungartnik and staffer Zorica Bukinac Cimpersek. Pungartnik said he was surprised the discussion of the language on CFE/Istanbul Commitments had even been broached at the HLTF and indicated that the Slovenian representative may have been misunderstood. He promised to reconsider this issue in light of the objections raised during the demarche and said he would provide guidance to the Slovenian representative in advance of Friday's discussion.
