UNCLAS GUATEMALA 002690 SIPDIS SENSITIVE DEPARTMENT FOR WHA/USOAS AND WHA/AND E.O. 12958: N/A TAGS: PGOV, PREL, BO, GT, OAS SUBJECT: GUATEMALA: DEMARCHE ON BOLIVIAN ELECTIONS ELECTION MONITORS REF: SECSTATE 214591 (SBU) PolOff delivered reftel talking points to Foreign Ministry Deputy Director for South America, Leslie Hernandez, on November 30. Hernandez stated that the Foreign Ministry had not received any request from Bolivia and told PolOff that the GOG is not planning to send election monitors at this time. (Note: Bolivia has no diplomatic representation in Guatemala.) Guatemala's Supreme Electoral Tribunal - the organization that would ultimately supply election monitors - also reported no receipt of any Bolivian request for election monitors. WHARTON
