US embassy cable - 05LIMA5099

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. On 11/28, D/Polcouns presented reftel demarche on the need
for monitors for the Bolivian elections to the Foreign
Ministry's Bolivia Desk Officer, Manuel De Cossio. De Cossio
said he was not aware of any intention within the GOP to
provide election monitors to Bolivia, but would consult
within the Ministry, and advise us if any plans were
developed. Despite repeated attempts to follow up by phone,
we have not been able to elicit any further information.
Embassy will advise if we hear anything more of significance
from the Ministry.

2. Post also provided a copy of the reftel points to local
Bolivian DCM Maria Luisa Aliaga Ayala.
