On 11/28, D/Polcouns presented reftel demarche on the need for monitors for the Bolivian elections to the Foreign Ministry's Bolivia Desk Officer, Manuel De Cossio. De Cossio said he was not aware of any intention within the GOP to provide election monitors to Bolivia, but would consult within the Ministry, and advise us if any plans were developed. Despite repeated attempts to follow up by phone, we have not been able to elicit any further information. Embassy will advise if we hear anything more of significance from the Ministry. 2. Post also provided a copy of the reftel points to local Bolivian DCM Maria Luisa Aliaga Ayala. POWERS
