(U) On 11/30, PolOff discussed reftel points with the MFA's Director of International Organizations, Julio Peralta. Mr. Peralta indicated that in the past Paraguayan NGO's and the GOP, mainly through the Elections Tribunal (TSJE), have monitored elections in the region. Peralta also indicated that he would consult with other Paraguayan officials and provide additional information in the next few days about whether these groups would participate in this monitoring effort. Post will forward any substantive response as it becomes available. 2. (U) Post has informed the Bolivian Embassy in Paraguay about the Demarche and will be forwarding a copy of the points. MERZ
