Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

UNCLAS KINGSTON 002617 SIPDIS DEPARTMENT FOR WHA/CAR (BENT) SOUTHCOM FOR POLAD AND J7 E.O. 12958: N/A TAGS: EAID, PTER, CO, JM, OAS SUBJECT: SEEKING SUPPORT FOR THE OAS MISSION IN COLOMBIA REF: STATE 207705 On November 16, Poloff delivered reftel talking points in a meeting with Joy Wheeler, Director, Caribbean and Americas Department, Ministry of Foreign Affairs and Foreign Trade (MFAFT), and A'Dale Robinson, Deputy Director, Caribbean and Americas Department, MFAFT. Wheeler thanked Poloff for the information, and asked what other countries had already contributed to the OAS Mission in Colombia. Poloff cited past contributions listed in reftel. Asked whether the OAS would provide a list of in-kind contributions that are currently needed, Poloff suggested to Wheeler that she contact the OAS in Washington for those details. Wheeler concluded by saying that Jamaica and Colombia enjoy an excellent relationship, and that the GOJ would be pleased to support the OAS Mission in Colombia in whatever way it could. TIGHE
