Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

C O N F I D E N T I A L DUBLIN 001453 SIPDIS SIPDIS E.O. 12958: DECL: 10/27/2014 TAGS: PGOV, PHUM, PINR, PREL, RS, EI SUBJECT: IRELAND SHARES USG CONCERNS OVER RUSSIAN DRAFT LAW ON NGOS REF: SECSTATE 212899 Classified By: POL/ECON CHIEF MARY DALY, FOR REASONS 1.4 (B), (D) (C) On November 28, emboff delivered reftel points to Department of Foreign Affairs Eastern Europe and Central Asia Deputy Director Ruaidhri Dowling. Dowling said that the GOI shares the USG's concern that the new Russian draft law could be used to constrain NGO activities and added that this law may lead to severe consequences for Russian civil society. According to Dowling, since the UK Presidency is communicating the EU's concern directly to the GOR, Ireland is unlikely to take any high level bilateral action on this matter. * * * * * * * * * * * * * * * * * * * * * * * * * Visit Dublin's Classified Website: http://www.state.sgov.gov/p/eur/dublin/index. cfm BENTON
