Ms. Elmore thanked us for the information but noted that the GOP continues to focus all of its efforts on the continuing U.S.-Andean Free Trade Agreement (FTA) negotiations. We do not expect officials to be prepared to discuss WTO issues until after December 7. We will remain in contact with our Mincetur interlocutors to ascertain Peru's position before the WTO Ministerial in Hong Kong. POWERS
