US embassy cable - 05YEREVAN2082

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

(A) NOTICE ON SYRIA DEMARCHE

REF: STATE 214622

(C) We delivered reftel points to Acting Head of the
Financial Monitoring Center (FMC) of the Central Bank of
Armenia Nerses Yeritsyan on November 28. Yeritsyan told us
he would contact Armenian financial institutions to request
that they monitor and report on accounts which may be
associated with individuals named in the International
Independent Investigation Commission's October 19 report. He
said, however, that the FMC had limited capacity to assess
compliance with such requests and was developing a follow-up
system which he hoped would be in place sometime next year.
