Doell for reasons 1.4 (b, d). (C) We delivered reftel points to Acting Head of the Financial Monitoring Center (FMC) of the Central Bank of Armenia Nerses Yeritsyan on November 28. Yeritsyan told us he would contact Armenian financial institutions to request that they monitor and report on accounts which may be associated with individuals named in the International Independent Investigation Commission's October 19 report. He said, however, that the FMC had limited capacity to assess compliance with such requests and was developing a follow-up system which he hoped would be in place sometime next year. EVANS
