On November 28, emboff delivered reftel points to Department 
of Foreign Affairs (DFA) Americas section Third Secretary 
Margaret Stanley.  Stanley said that Ireland is unlikely to 
send monitors to observe the December 18 Bolivian elections, 
but would pass reftel's National Electoral Court contact 
information to Development Cooperation Ireland (DCI-GOI's 
official aid organization within DFA) for reference.  She 
added that Ireland would follow the EU lead in regard to 
possible monitoring of the Bolivian elections.
