(U) Reftel demarche was delivered on November 21 to Isabelle Poupart, Deputy Director for NATO and OSCE at Foreign Affairs Canada. In a follow-up coversation on November 22, Poupart said that Canada was aware of USG's position, that negotiations in Vienna were ongoing and continuous, and that we were closer to finding a solution.
