On December 3, 2002, Econoff delivered reftel demarche to Badir Abdul-Rahim, Assistant Undersecretary for International Trade at Kuwait's Ministry of Commerce and Industry, and to Akil Behbahani, Deputy Director of the International Organizations Department at Kuwait's Ministry of Foreign Affairs.
