Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

UNCLAS PARAMARIBO 000755 SIPDIS C O R R E C T E D COPY (ADDED BRUSSELS) GENEVA FOR RMA, BRUSSELS FOR MEZNAR DEPARTMENT FOR PRM/MCE CSANTOS AND WHA/CAR E.O. 12958: N/A TAGS: PREF, PHUM, PREL, ICRC SUBJECT: MDA: RESPONSE TO SWISS REFS: (A) STATE 206948; (C) Leonard-Santos e-mail 11/18 1. DCM has discussed the forthcoming Swiss-organized conference in Geneva on December 5-6 on the Third Additional Protocol to create a new "red crystal" emblem with the Surinamese Foreign Ministry. The Government of Suriname remains disposed to support the approval of the Third Protocol, and has a representative in Brussels who could be dispatched to attend the meeting, but MFA reports they have seen no Swiss invitation. 2. Further to ref (B), it seems we might usefully suggest to the Swiss that they (re)send their invitation to the Government of Suriname, to the attention of Permanent Secretary Ambassador Frederic Boekstaaf and Geopolitical SIPDIS Affairs Coordinator Jeanelle van Glaanen-Weygel. They can be reached at fax number 597-474-970 or 597-410-411. We will endeavor to elicit contact details for their representative in Brussels. BARNES NNNN
