1.  (SBU) Summary: Interim Government of Haiti (IGOH) Prime 
Minister Latortue told the DCM he instructed the Haitian 
delegation to vote in favor of the U.S.-sponsored resolution 
on Turkmenistan and the E.U.-sponsored resolution on 
Uzbekistan.  End Summary. 
 
2.  (C)  DCM spoke with Haitian Interim Prime Minister Gerard 
Latortue November 21 seeking Haiti's support of both the 
U.S.-sponsored resolution on Turkmenistan and the 
E.U.-sponsored resolution on Uzbekistan.  The PM told the DCM 
he would immediately call the Haitian delegation in New York 
and instruct it to vote in favor of both resolutions. 
 
3.  (C) Comment:  The PM called back to say that the Haitian 
delegation confirmed receipt of the IGOH's instructions to 
vote in favor of the resolutions.  The PM, at the DCM's 
recommendation, said he had issued general instructions to 
vote with us on all future resolutions in light of our 
bilateral relationship.  Please let us know if this is not 
the case, and we will make all efforts to see the PM ensures 
the Haitian delegation honors his word.  End comment.
