Polmiloff discussed reftel points November 21 with Senior Policy Advisor Arjen van den Berg (Security Policy Department, MFA). Van den Berg was aware of U.S. reservations regarding the draft narrative text, and planned to discuss reftel points with the Dutch mission to the OSCE. He added that the "promising" Slovene proposal offers a real chance to resolve the scales impasse, and that the Dutch see "no problem" with the current draft narrative text. BLAKEMAN
